How to apply for an MSO licence
Applications are made online, through the Customs and Excise Department's Money Service Operator Licensing System (e-Services portal). You can only submit once you have a complete set of documents ready — incomplete applications are not accepted for review. Here is the typical journey.

Set up your business and get a Business Registration
Establish your sole proprietorship, partnership or company and obtain a valid Business Registration Certificate. The licence application cannot proceed without it.

Prepare your people and premises
Identify your controllers (sole proprietor / partners / directors / ultimate owners), appoint a Compliance Officer and a Money Laundering Reporting Officer, and secure suitable business premises. Make sure each controller can pass the fit-and-proper test.

Write your AML/CFT policies
Prepare written anti-money-laundering and counter-terrorist-financing policies and procedures: customer due diligence, record keeping (6 years), ongoing monitoring, staff training, and suspicious-transaction reporting to the JFIU.

Register for the e-Services portal
Create an account on the MSO Licensing System. This is where you complete and submit the application.

Complete the online application and upload documents
Fill in the application form and upload your supporting documents. Typically these include the Business Registration Certificate, identity and address documents for each controller and proper person, ownership/structure details, a business plan, your AML/CFT manual, and proof relating to the premises.

Fit-and-proper assessment
The Department assesses whether each controller and "proper person" is fit and proper. Be ready to provide further information if asked — this is often what determines how long an application takes.

Pay the fees
Once your documents are in order, the Department requests payment of the application and related fees (set out under AMLO Schedule 3). See Costs & fees.

Assessment, possible interview / premises check, and decision
The Department reviews the application and may interview applicants or inspect the premises. If satisfied, it issues the licence — typically subject to licensing conditions.

Licence granted — then stay compliant
Your licence is valid for 2 years. Display it at your premises, operate your AML/CFT controls, keep records for 6 years, file suspicious-transaction reports, notify the Department of changes, and apply to renew no later than 45 days before expiry.

- Ownership and corporate structure information (for companies/partnerships)
- A business plan describing the money service you will provide
- Your written AML/CFT policies and procedures (compliance manual)

How long does it take?
The Department does not guarantee a fixed turnaround. The time depends heavily on the completeness of your application and the fit-and-proper checks on your controllers — in practice, applicants should allow several weeks to a few months from a complete submission to a decision. Responding quickly and fully to any requests for more information is the best way to avoid delay.
